On August 21, 2026, the Odesa Regional Development Agency and the international consortium KANTON Alliance signed a Memorandum of Cooperation on the preparation and development of pilot projects for integrated territorial development in the Odesa Region.
The document was signed on behalf of the Odesa Regional Development Agency by its Director, Serhii Kononenko.
The signing of the Memorandum marks the beginning of the practical stage of cooperation and the preparation of the first KANTON — Odesa Region pilot project.
KANTON Alliance considers the Odesa Region one of the promising regions for implementing a new model of integrated territorial development that brings together the economy, manufacturing, agriculture, energy, infrastructure and a modern social environment.
Three Promising Territories
During the preliminary discussions, three territorial areas in the Izmail District were considered:

the Katlabuh Settlement Territorial Community (formerly Suvorove)

the Safianivka Rural Territorial Community

the Kiliia Urban Territorial Community
Together, these three territories cover more than 2,000 km², comprise 37 settlements, and have a combined population of more than 81,000 people.
Their location is of particular interest due to the combination of agricultural land, water resources and existing irrigation infrastructure, proximity to the Danube, Izmail and port logistics, international routes toward Romania and the Republic of Moldova, as well as the potential for the development of energy and industrial infrastructure.
From Water and Land to a Modern Economy
One of the areas under discussion is the Katlabuh area, where a major water management and irrigation system connected to the Danube basin already exists.
For KANTON Alliance, water is not considered an isolated resource, but rather the starting point of a complete economic value chain:
water → irrigation → agriculture → livestock farming → food production → advanced processing → logistics and export
In parallel, opportunities are being considered for the development of energy infrastructure, BESS energy storage systems, biogas and biomethane, new industrial production facilities, construction technologies and modern engineering infrastructure.
A Territory Should Function as One Integrated System
The core KANTON approach is based on the principle that a region should not be viewed as a collection of separate investment projects.
Manufacturing should create jobs. Agriculture should provide raw materials for processing industries. Agricultural and livestock waste can become a resource for bioenergy. Energy infrastructure should support production and other infrastructure. Logistics should connect the region with Ukrainian and European markets.
Alongside economic development, the model also provides for the creation of a modern living environment: new housing, education, healthcare, vocational training, sports facilities, public spaces, digital infrastructure and environmental projects.
The integration of economic and social development is one of the fundamental principles of the KANTON model.
The First KANTON Pilot in the Odesa Region
At the next stage, KANTON Alliance, together with the Odesa Regional Development Agency and the relevant territorial communities, plans to conduct a more detailed comparative analysis of the territories under consideration and determine the location for the first pilot project.
The next phase is expected to include the preparation of:
territorial GIS analysis → resource and infrastructure model → cluster concept → Regional Master Plan → engineering and energy concept → economic model → investment structure → implementation roadmap
In the longer term, KANTON Alliance sees the potential not only for the development of a single pilot project, but also for the creation of several interconnected KANTON territories across the Odesa Region.

The signing of the Memorandum with the Odesa Regional Development Agency represents an important step for KANTON Alliance — from concept to practical work with specific territories in Ukraine.
